Board of Governors

Vancouver Community College is a public post-secondary education institution. The Board of Governors administers the college, on behalf of the government of British Columbia and the Ministry of Advanced Education and Labour Market Development. It determines policy and reviews the college's performance as detailed in the College and Institute Act, Part 4, Section 19.

Government-appointed board members are appointed by the Province of British Columbia. For information on appointment processes and guidelines, please visit the BC Board Resourcing and Development Office website.

Board Composition

The Board is composed of (from the College & Institute Act):

  1. 8 or more persons appointed by the Lieutenant Governor in Council.

    Pamela Aikman (Initial Appointment: July 31, 2006 — Third Term Ends: July 31, 2012)
    Pamela Aikman is Director of Community and Family Health with Vancouver Coastal Health. Pam has many years of senior leadership experience in the field of health care. This experience spans 3 provinces (Alberta, Ontario and B.C.) and many parts of the health care system - community, acute care and rehabilitation. Pam has extensive experience in the area of change and restructuring - being involved in hospital closures and leading program amalgamations and management reorganizations. She has had responsibility for large portfolios with budgets in excess of $200 m.

    To add to her management experience, Pam has her own consulting company and has been a consultant to large private sector organizations both nationally and internationally who had a goal to improve their organizational culture, talent management and business results.

    Pam also has a passion for the field of leadership development and organizational effectiveness. She completed a Masters in Leadership from Royal Roads University in 2003 and a Graduate Certificate in Executive Coaching from Royal Roads University in 2006. She is currently associate faculty with Royal Roads University and on faculty with the Canadian Medical Association in their Physician Leadership Institute.

    Karen Cook (Initial Appointment: Jan. 29, 2010 — Term Ends: July 31, 2011)
    As principal of Cook Public Relations Inc., Cook brings her expertise in communications to her post as one of VCC's twelve board members. She has managed corporate change announcements for Canada's leading public companies; headed successful Canadian and U.S. media relations campaigns, and provided community relations counsel for development proposals.

    Karen Cook is Vice President, Client Services at Hoggan and Associates, one of Vancouver's leading and most well-respected public relations firms. Karen has provided communications counsel to many of B.C.'s leading companies including QLT Inc, A&W Food Services of Canada Ltd., District of Squamish and PCI Group.

    Before moving to Vancouver in 1989, Cook was a key member of the client services team at one of Toronto's leading independent advertising agencies with a focus on tourism and food and beverage products.

    As an active member of the Public Relations Society of America's Counselors Academy, Cook is also a frequent speaker at the Canadian Public Relations Society's student and learning events and a member of the International Association of Business Communicators.

    Donald Fairbairn (Initial Appointment: July 31, 2006 — Third Term Ends: July 31, 2012)
    Don is President of DCF Consulting Ltd. He recently led the contract negotiations and financing of the Canada Line rapid transit project. Don was previously Vice-President at Terasen Inc where he focused on infrastructure development and mergers and acquisitions. He has worked with a number of community not-for-profit boards, is a professional engineer and is married with 4 children. He was elected board chair in July 2008.

    Edward McGurk (Initial Appointment: January 29, 2009 —Term Ends: July 31, 2010)

    Edward (Ted) McGurk is currently Vice President and Director for TD Securities. Ted joined the TD Securities Vancouver office in February 2007. He was previously a Director with RBC Capital Markets. Ted has over 14 years experience successfully executing numerous debt and equity financings and merger and acquisition advisory assignments for BC-based companies in a range of industries such as Xantrex Technologies, Boston Pizza, Royalties Income Fund, Finning, Ballard Power, MacDonald Dettwiler and Columbia Power Corp.

    Ted has an MBA from the University of British Columbia and a B.Sc (Biochemistry) from the University of Ottawa.

    Marina Pratchett (Initial Appointment: October 19, 2005 —Term Ends: October 18, 2011)
    Marina has been a lawyer for 24 years, specializing in construction law. As a volunteer she works with Big Sisters; the Breast Cancer Walk; Pro Bono Law of B.C. and the Law Foundation. Her other interests include sports, music and reading. Marina is married with two children.

    Jim Storie (Initial Appointment: October 31, 2008 —Second Term Ends: October 31, 2011)
    Jim Storie is the President and CEO of The Vancouver Trolley Company, one of Vancouver's best known sightseeing companies. Mr. Storie has been an active participant in industry and community organizations. He is the Chairman of the Boards of the Council of Tourism Associations of British Columbia and Vancouver's Arts Club Theatre Company, and sits of the boards of Vancouver Community College and Action Line Housing. He is a Past Chair of the Boards of Tourism Vancouver, Action Line Housing and the Seton Villa Society. Jim was born in the City of Vancouver and raised in Vancouver and Burnaby. He attended Simon Fraser University and BCIT and received his Bachelor of Hospitality Management Degree at Vancouver Community College. Mr. Storie has completed the Institute of Corporate Director's Governance Essentials Program, completed their Director's Education Program and obtained his ICD.D designation.

    Thomas Wong (Initial Appointment: October 19, 2005 —Term Ends: October 18, 2011)
    Tom leads the leads the Information Technology (IT) Effectiveness practice of Advisory Services in PricewaterhouseCoopers' Vancouver office. He has over twenty years of experience providing advisory services to a variety of clients and industries including healthcare, utilities, public sector, manufacturing and others.

    Tom is a Chartered Accountant with an extensive IT background, which allows him to work with client executives at a strategic level to maximize the value of their IT investments. He has lead numerous engagements in the areas of IT planning, organizational reviews, business case development, IT sourcing, package selection, ERP and other package software implementation, technology architecture, advanced systems design and development, outsourcing assessments, security assessments, and project reviews and oversight.

    Cathy Young (Initial Appointment: October 18, 2008 —Second Term Ends: October 31, 2011)
    Cathy Young is the Principal of Young Strategies Ltd., a public-private partnership advisor to public sector clients assisting them in the development of procurement processes, project planning, and commercial contract terms. Prior to this, she was an Associate at Farris, Vaughan, Wills & Murphy LLP and a Manager of Consulting at KPMG. Ms. Young holds her Bachelor of Business Administration in Accounting from Bishop's University in Quebec and her Bachelor of Laws from the University of British Columbia. She was called to the BC Bar in 2003 but is currently a non practicing member of the Law Society of BC. Ms. Young is a Chartered Accountant and is a current member of the Institute of Chartered Accountants of BC.

    Janet Zlotnik (Elected: November 1, 2008 —Term Ends: October 31, 2011)
    Janet is currently the Department Head of the College Preparatory English department at VCC. She has taught English since 1990, mostly at VCC, as well as at Kwantlen, the English Language Institute at UBC and in the People's Republic of China. In addition to teaching, she has worked as a language consultant for the BC College of Pharmacists and the BC Veterinary Medical Association. Janet has a B.A. (Honours) from Queen's, an M.A. in English from McMaster, a Provincial Instructor's Diploma, and a TESL certificate from UBC. Her interests include dance, studying Spanish and travel.

    D. Bates (By-elected: July, 2008 —Term Ends: October 31, 2010)
    D. Bates began her affiliation with Vancouver Community College in 1993 as a student in the Library Technician program. She has worked in academic, public, and special libraries, and performed surveillance for the Vancouver Stock Exchange. She currently works at the Vancouver Community College library and at the Vancouver Public Library.

    Sally Gibson (Elected: December 2009 —Term Ends: December 2010)
    Sally Gibson is the Department Head responsible for the Bachelor of Hospitality Management degree program. Prior to her employment in the School of Hospitality Management and Business, Sally was employed as an instructor in the School of Instructor Education. Sally delivered Provincial Instructor Diploma courses to a diverse range of instructors and others who work in both the private and public post secondary education system. Sally has served extensively in the public library community as Chair of both the North Vancouver City and North Vancouver District Public Libraries, as President of the BC Library Trustees' Association and as Secretary-Treasurer of the Canadian Library Trustees Association. In May 2007, Sally was awarded the Canadian Library Trustees' Association Award of Merit for distinguished service as a trustee who has contributed to the public library community at the regional, provincial and national levels. Sally is currently completing her Doctorate of Education in Educational Leadership and Policy at the University of British Columbia.

Term of Office

  • A person elected under (b) or (d) serves a three year term and may be elected to further terms.
  • A person elected under (c) services a one year term and may be elected to further terms.

Board Committees

The Board has four standing committees. Board members may sit on more than one committee. The standing committees and their mandates are as follows:

Governance Committee
The purpose of the Governance Committee ("the Committee") is to provide a focus on governance that will enhance the Institution's performance. The Committee assesses and makes recommendations regarding Board effectiveness, provides direction regarding ongoing Board development and leads the process for recommending Board criteria to the Government, for consideration when appointing new Board members.

Terms of Reference
Facilities Development Committee
The purpose of the Facilities Development Committee is to assist the Board in fulfilling its responsibility for long range facilities planning including capital plans and oversight of land and facilities developments.

Terms of Reference
Finance Committee
The purpose of the Finance Committee is to monitor significant financial planning, management and reporting matters of the College, and make recommendations and deliver reports to the Board of Governors, and serve as the Board's audit committee.

Terms of Reference
Human Resources and Compensation Committee
To assist the Board in fulfilling its obligations relating to human resource and compensation matters and to ensure a plan of continuity and development of senior management is in place.

All Board meetings are held on the last Thursday of the month at 5:30 p.m. except where noted.
